You pull off the head and you take a dremel tool and shave away at some of the material in the intake and exhaust ports. Then you polish it to a nice smooth shine.

I wouldn't recommend you doing this. Let a professional who knows where the optimum areas are to reduce. You can really mess up an engine if you remove too much of the head material.
