I can on my phone, but its not very responsive. I have heard though that other phones dont respond well to touch through a layer of plastic. Its the type of 'sense' (by heat or pressure or other) that the screen has that decides if it will work.
Yes the box is mounted on a ball, you can spin it in any direction you want
