I'm wondering if it's geared toward bikes or toward idiot cagers and truckers who won't stay in their own lanes...

I would say both, they can use the guise of safety as an excuse and make it more unrideable for bikers.

I already told ya, every road in PA has been gouged up like this for years. Not to mention the overall shitty condition of PA pavement.

remember I have the fine hwys of NYC to navigate so thats just as bad.
