While I am not sure what I am seeing in the photo if it is not a photoshop. The rear swingarm appears to be a a stock GL1800 arm. For those who have not ridden the GL1800 variant they Handle Amazingly well for a machine of their size.
IF this is real it could be a GL frame from the forks back. With minimal sport bike components grafted into place. That would likely put it into the same weight class as a busa or ZX14, What it would give up them in length and HP would be made up for by the table flat torque curve of the 1825 opposed six. Cool Idea
