The Study to End All Studies

This Is Not a Joke: Government Issues Study of a Study About Studies

By Alyssa Newcomb | ABC News – 1 hr 36 mins ago.

The Pentagon was inundated with so many studies in 2010 that it commissioned a study to determined how much it cost to produce all those studies.

Now the Government's Accounting Office has reviewed the Pentagon's study and concluded in a report this week that it's a flop.

The study of a study of studies began in 2010 when Defense Secretary Robert Gates complained that his department was "awash in taskings for reports and studies." He wanted to know how much they cost.

Two years later, the Pentagon review is still continuing, which prompted Congress to ask the GAO to look over the Pentagon's shoulder. What they found lacked military precision.

The GAO found only nine studies that had been scrutinized by the Pentagon review, but the military was unable to "readily retrieve documentation" for six of the reports.

The Department of Defense's "approach is not fully consistent with relevant cost estimating best practices and cost accounting standards," the GAO concluded. In fact, they often did not include items like manpower, the report found.

The Pentagon "partially concurs" with the GAO's report.

The cost of the study of the study of the studies was not immediately available from the GAO.

I don't have a problem with reporting on how much resources are being used on producing studies.
When considerable time and resources are being used to create the various studies\reports everyone demands it only makes sense to track how much the overall spend is.
If the study of studies results in a streamlined process or more controls around the request process the it would be worth the effort.
The information can be used to insure that budgets are sized accordingly.

The issue with "study of studies" taking so long.
Military and ex military LOVE fucking process.
Government LOVES paper trail.
I can see how some studies, if commissioned through channels where varying clearance levels are involved across agencies could be a PIA and time consuming.
When you deal with a lot of paper trail loving, process humping people in jobs with extreme job security mixed with folks who are only around short term (AKA chasing ghosts who left for private sector jobs)

I don't like that it happens...but I can see why it does.

Do you have an interwebs poll, pie graph or even a study to back this up?

pauldun said it better than I could have, but yeh there is a time a place and a reason for the study on studies. The government is so big with rules and regulations that without studies you dont get an honest 3rd person view of whats actually going on at the lowest levels

I just want to know how much time was spent, "sleeping on it".

Sleep is a huge time waster.

Paradox! A study on studies is playing with the dark arts; their answers are floating around in another dimension.

pauldun170 05-12-2012 01:55 PM

Fuck news organizations trying to get people riled up.

Gates wants study so he can have some facts and figure available when some asshole comes up to him and demands a study hence taking away valuable resources for from shit that needs to get done.
Gates demands new process be followed.
Looks like there was a learning curve.
GAO doesn't like some of the artifacts because it didn't meet their best practices\guidelines. So they issue an official government "Meh"

Spells it all out right here.
