Still doesn't look like it to me, considering the way that the paint appears to have splashed the bikes parked right up against the building. Also doesn't look like the bucket was moving in any direction other than down when it fell- it didn't tumble the way it would have if it fell off a moving truck.
I think the guys were standing around shooting the shit at a bike night and somebody tried to brain one of them with a paint bucket
