would be a great theory except for that whole "oh they lost their records in transit" "it's ok little guy we'll start you off fresh" Her's a green card, medical card, dental card, food card and a library card in case you need books to read for your free education.
we have a very legitimate system for immigration, it works if it's enforced. send them back. I know quite a few people who have immigrated to this country in the last 10 years LEGALLY, it is tough but it works.
