I don't understand...you seem like a reasonable person sometimes....but you have an almost pathological abhorence to authority.
If you can't see this girl
a) initiated the incident
b) escalated the incident by her repeated refusal to submit and
c) all but DEMANDED some form of physical response from the cop
then that's on YOU...any reasonable person would fully expect to get a harsh slap down from a cop after doing what she did.

I'm not a fan of cops over-stepping their boundaries but this guy didn't.
His failure was not taking the first chick down hard enough to subdue her immediately.
