Of all the things that could ever incentivize them not losing your bags...and ironically, the ability for the DOT to do this was actually something they brought upon themselves by installing such fees to begin with.
I'd watch for these fees to now vanish, and the costs will be silently rolled back into the airfares, so that they can return to profitability without actually having to give a fuck about your luggage, which they simply won't ever fucking do.
