This isn't anything new, we had someone try to do this to us when I was rehabbing houses.
If he can afford the taxes, HOA dues, maintenance, etc on that house I think I would rather him move in than have a vacant piece of crap property sitting there next to mine. If he can't afford it, he'll be evicted.
Though, I'll say this, he had a better chance if he were patient and quiet...
