The last law that included capital punishment, that we had on the books, was for (military) treason. That went away in 1998.
They're saying that the public safety was not put at risk, but I can't think of much that wouldn't put the public at risk, that a foreign power would trade for. Maybe Arctic patrol details, because of the ongoing disputes regarding our possession of those waters?
