The IRS reps are likely telling the truth, when they say that they can't act without Congress's say-so. If the programme exists due to law, and I can't see how else it could, then only a bill could retract or alter its application. How something that's estimated to be costing your government billions of dollars a year isn't considered to be a priority, is quite frankly beyond me.
