Seems that the guy, who has been charged in the shootings, worked for the city for a while in a children's after school programme, after having a drug conviction and while awaiting trial for a sexual assault charge. He was under house arrest and was only supposed to be outside of the homes, of two people who provided surety, if he was going to school.
What a joke.
