Sounds like border patrol agents in Arizona need to stop being whiney bitches and just deal with the fact that everyone has to take the same required training.
Thats unless they want to personally foot the bill for specialized training course for every distinct job function.

Why should they foot the bill to make the DHS recognize that not all of their employees are working in cookie cutter desk jobs? The training apparently reflects DHS policy, according the DHS spokesman quoted. I think that raises a legitimate question as to whether or not a Border Patrol officer doing his job as an LEO will face repercutions because he wasn't following official DHS policy.

In an active shooter scenario, employees are taught to take actions that keep them alive.

That's according to the DHS spokesman. This kind of contradictory instruction creates more doubt and confusion in scenarios LEO's might face that already have enough inherent doubt and confusion. A government law enforcement officer might not always be in a position to protect his own life when civilian lives are in danger, at least not while fulfilling his function as an LEO.
The DoD has civilian employees
everywhere, combat zones included. At no time did I as a serviceman ever take a course that taught me to run and hide if enemy combatants entered my TAO. The civilian employees, on the other hand, may well have had those instructions. Doesn't take much effort to differentiate the armed personnel with hazardous duties from the unarmed personnel with administrative jobs.
