If people actually stood up for themselves more AS A GROUP, when cops disrespect them in their own communities, there would be no need for lawsuits. This asshole officer should have simply been run out of town with pointed sticks ON FOOT, and admonished never to set foot in the town again.

Another coward hiding behind a tin badge.
