Yes, it is the strictest set of that religions rules. Just like any modern religion their strictest followers would take a line that says 'babies should not be born to unwed mothers' and turn it into 'no sex before marriage and gonna stone you if you do.' Sorry, but it isn't. Far too many things that are being attributed to Islam, are actually CULTURAL practises. If some people like Wahhabi choose to add things to The religion that aren't actually in it, then it isn't The Koran that is at fault.
