Does what I posted fall into that catergory? 101 thinks so

There are no cameras to catch HOV lane violators (and God knows that Mexicans in tinted out Altimas are the biggest cheaters).

Yeah maybe...but they are usually segregated off by double yellows, which makes a nice path for splitting the lane.
